When a submarine rescues a stranded reporter and oceanographer they`re introduced to Lattitude Zero, a secret haven for artists and scientists hidden on the ocean?s floor. But all is not quiet at the bottom of the sea, as Malic the Murderer, played by Cesar Romero (BATMAN), threatens to destroy this peaceful retreat.
